Dr. Kevin Luo is an Assistant General Counsel of Microsoft and is also the General Manager of the Legal Department of Microsoft’s Asia R&D Group (“ARD”).  In addition to be responsible for all legal matters for ARD, he is also responsible for Microsoft China in the areas of cybersecurity law, regulation and policy. ARD, headquartered in Beijing, is Microsoft’s largest R&D group outside the US.

Prior to his current responsibility, Dr. Luo was the General Manager of Government and Corporate Affairs for Microsoft China.  Prior to joining Microsoft China, Dr. Luo worked in Microsoft’s headquarters in Redmond, Washington, US from 1999 to 2011, in various capacities including Associate General Counsel for Patents for Microsoft’s Server and Tools Business, Director of IP Licensing, Senior Licensing Counsel, and the lead patent attorney for Windows Division.

Before joining Microsoft in 1999, Dr. Luo was in private law practice with the former law firm of Pennie & Edmonds LLP in New York City.

Dr. Luo holds a J.D. from Fordham University Law School in New York; Ph.D. and M.A. from Columbia University in New York, both in electrical engineering.  Dr. Luo graduated from Tsinghua University, Beijing with a B.S. in electrical engineering.

罗立凡博士现任微软全球助理法律总顾问、微软亚太研发集团法律事务部总经理。除全面负责微软亚太研发集团法律事务外,罗博士同时也负责网络安全法律、法规、和政策的相关事务。微软亚太研发集团的总部在北京,是微软公司在美国微软总部以外最大的研发中心。

此前,罗博士担任微软(中国)政府与公司事物部门总经理。罗博士在1999年到2011年在微软在美国华盛顿州雷特蒙司的全球总部任职,担任过微软服务器和工具业务的专利副总法律顾问、微软知识产权授权部门总监、高级授权律师、微软Windows业务的专利律师等职务。

在1999年加入微软之前,罗博士在纽约的Pennie & Edmonds LLP 律师事务所执业。

罗博士获得纽约Fordham大学法学院法学博士学位。同时拥有纽约哥伦比亚大学电子工程硕士和博士学位。罗博士从北京清华大学毕业并获得电子工程学士学位。
